Is the Mikasa RNB7 Official Size Rugby Ball a good ball for someone who is starting to learn the sport?

 it depends how old you are because if your teenaged it might be too big, and smaller balls e.g. 4, are generally better for beginners too, and if you don't get into the pastime and don't carry on playing it, it would be a waste of money

 We don't use Mikasa balls. But they are gifted balls. I bought myself one so I can practice. I like them better than Wilson or Baden.
